X (Twitter) Ads in Kuwait: Costs, Targeting & Creative
Most briefs we get about X (Twitter) ads in Kuwait start in the wrong place: a client saw a competitor's promoted post and wants the same thing. X is the one platform here where that logic breaks, because its value in Kuwait has very little to do with reach and almost everything to do with timing. X's own ad tools report roughly 1.42 million reachable users in Kuwait, well behind Instagram's 3 million, and yet it is still the platform where a price change, a product launch or a service outage becomes a national conversation inside an hour.
Here is how we actually use it: what the audience is, what it costs in KWD, the targeting that works in a market this small, and the creative that survives a feed people scroll while half-watching a match.
Who still uses X (Twitter) in Kuwait?
About 1.42 million people in Kuwait are reachable through X's ad platform, equal to roughly 28% of the population, and that number has been drifting down rather than up. So X is not your volume channel. What it is, specifically, is where Kuwait's news cycle, government announcements, sports arguments and consumer complaints live, with a male-leaning, older and more purchase-capable audience than Snapchat or TikTok.
That shapes who it works for, in our experience:
- B2B and professional services. Contractors, logistics, IT, consultancies and anyone selling to people who read before they buy.
- Banks, telecoms, insurance and utilities. Anyone whose customers already tag them publicly when something breaks.
- Automotive and big-ticket retail. Launch moments, pricing news and model comparisons all get debated here first.
- Anything event-driven. Conferences, exhibitions, Hala Febrayer activations, National Day campaigns around 25–26 February.
Who it tends not to work for: fashion, beauty, F&B and anything that sells on a visual impulse. Those budgets belong in Instagram and TikTok, and our Meta ads video production playbook for Kuwait covers that side properly.
How much do X (Twitter) ads cost in Kuwait?
For a Kuwait-only campaign running self-serve, expect 1.5–4 KWD per 1,000 impressions and 0.040–0.250 KWD per link click, depending on how narrow your targeting is and how competitive the moment is. A realistic monthly test budget is 300–800 KWD in media spend; below about 200 KWD a month you will not gather enough data to learn anything, you will just buy impressions.
What moves the number:
- Audience size. Kuwait is small, so aggressive layering (keywords plus followers plus interests) can shrink an audience to 40,000 people and triple your CPM through frequency. Pick one targeting lever, not three.
- Objective. Reach and video views are cheap. Website conversions and lead forms cost three to five times more per result, and are usually still the better buy.
- Timing. Costs climb during Ramadan evenings, the February National Day and Liberation Day window, and Q4 retail season, because every brand in the country bids at once.
- Premium placements. Trend Takeover and the Amplify pre-roll packages are sold through X's regional sales team, not the self-serve dashboard, and sit well above a typical Kuwait SME's monthly budget. Useful for a national launch, wasteful for lead generation.
Creative is a separate line. A half-day shoot producing one hero cut plus six to eight 9:16 and 1:1 variants runs 250–600 KWD with us, and that set of variants is what the platform needs to find a winner. Budgeting 600 KWD of media against a single video is the most common way we see Kuwait advertisers waste money. Our notes on turning one video shoot into a month of content set out how to get that variant count out of one morning.
Targeting that works in a market this small
Keyword and conversation targeting
This is X's genuine advantage and nothing on Meta replicates it. You can put an ad in front of people who used a specific word in the last few days. In Kuwait that means bidding on the Arabic and English spellings of your category, your competitors' names, and the complaint language people actually type when they are unhappy with an incumbent. Build the keyword list bilingually from the start: a resident searching for a service writes إعلانات on X and "ads" on Google, often in the same hour.
Follower look-alikes
Targeting the followers of three or four named local accounts, Kuwaiti news outlets, industry bodies, your competitors, is usually a better starting audience than any interest category X offers. Interest categories here are broad to the point of useless.
Timing beats precision
Kuwait's working week runs Sunday to Thursday, and X traffic peaks late: roughly 9pm to 1am most nights, later during Ramadan when engagement concentrates after iftar. Thursday and Friday evenings are social, not commercial. If you are running lead forms, dayparting to Sunday–Wednesday evenings will beat any extra targeting layer you can add.
Creative that earns a click on X
X is a text-first, sound-off, fast-scroll environment, and creative built for Instagram dies here. Four rules we hold to:
- The first frame has to work as a still. A large share of impressions never autoplay to two seconds. Put the claim on the opening frame, legibly, in the language that audience reads.
- Burned-in captions, always. Not platform auto-captions. Arabic and English versions as separate assets, not one bilingual clip trying to serve both. Our guide to bilingual video content for Kuwait brands goes into how to shoot both in one session.
- 15 seconds, then stop. Six to fifteen seconds outperforms everything longer on this platform. Cut a 30-second version only for Amplify pre-roll.
- Write the post copy like a person. X punishes brochure language harder than any other channel in Kuwait. One sentence, one specific number, one link.
Shoot 9:16 and 1:1 natively rather than cropping a 16:9 master, and deliver at least four distinct hooks against the same body so you can kill the losers in week one. On production timing: May to September limits exterior filming in Kuwait to the first and last two hours of daylight, so a July campaign shoots indoors in Kuwait City or Salmiya, or it shoots at 5am.
X (Twitter) ads in Kuwait: questions we get asked
Are X ads worth it in Kuwait compared to Snapchat or Meta?
As a primary channel, rarely. As a second or third channel for B2B, automotive, telecoms and anything news-driven, often yes, because the audience is older and more commercially serious. We usually recommend proving the funnel on Meta first, then adding X for the moments that need public visibility.
Can I run X ads targeting Kuwait only?
Yes. Geo-targeting to Kuwait as a country works reliably; city-level targeting inside Kuwait is too thin to be useful, so target the country and segment by language and keyword instead. Many advertisers also run a wider GCC campaign for brand work and keep a Kuwait-only campaign for conversions.
Do I need Arabic creative for X in Kuwait?
You need both. Kuwait audiences read and post in Arabic and English, frequently in the same thread, and the algorithm will find its own winner if you give it both. Run them as separate ad sets with separate creative rather than one mixed asset, and keep the landing page language matched to the ad.
How long before I know if a campaign is working?
Two weeks at 300–800 KWD a month gives you a readable signal on cost per click and cost per lead. Four weeks gives you a creative winner. Judging a Kuwait X campaign on three days of data is the single most common mistake, and it usually ends with a good creative being switched off early.
Where to start
If you are considering X ads in Kuwait, start with one question: is there a public conversation in your category that you currently have no presence in? If the answer is yes, this is the cheapest place in the market to enter it. If the answer is no, put the budget somewhere with more reach.
