Marketing Budget in Kuwait: How Much to Spend in 2027
Every October the same email lands in my inbox from marketing managers and owners: what should our marketing budget in Kuwait look like next year, and how do we defend the number to finance? Most of the advice online is American percentages written for a market of 300 million. Kuwait is five million people, 87.9% of them on social media, where one well-built Snapchat buy can touch half the country in a weekend. Here is how I actually build a 2027 number with clients — in KWD, with the local calendar baked in.
How much should a Kuwait business spend on marketing in 2027?
Plan 6–10% of annual revenue if you sell to consumers, 2–5% if you sell B2B, and 12–18% in the first year of a new brand or a new branch. Translated into real money in this market: roughly KWD 400–900 a month for a single-location business in Salmiya or Hawally, KWD 1,500–4,000 for an established SME, and KWD 8,000–25,000+ for a multi-branch retailer, developer or group running Arabic and English in parallel.
The floor matters more than the percentage. Below about KWD 350 a month you cannot buy media, produce content and measure results at the same time — you can do one of the three properly. I would rather a client spend KWD 400 a month on one platform and one monthly shoot for twelve months than KWD 4,800 in a single heroic March campaign that nobody maintains. Consistency compounds in a market this small; bursts do not.
How to split a marketing budget in Kuwait
The split I defend in planning meetings is 45–55% media, 25–35% creative and production, 10–15% people and tools, 5–10% held in reserve. What each line really buys here:
- Paid media (45–55%). Meta, Snapchat, TikTok and Google search. Budget at least KWD 8–15 per day per active ad set, or the algorithm never leaves the learning phase. Kuwait CPMs climb hard in Ramadan and the last week of February — assume 30–60% inflation in those windows.
- Creative and production (25–35%). A content day with a small crew runs KWD 350–900; a scripted brand film with talent, lighting and a proper grade sits at KWD 1,500–5,000. One disciplined shoot day should leave you with 20–30 usable assets, not three.
- People and tools (10–15%). Scheduling, analytics, a WhatsApp Business setup, landing pages, and whoever actually answers the leads. Unanswered enquiries are the most expensive line item in Kuwait and it never appears in a budget.
- Reserve (5–10%). Hala Febrayer activations, a competitor opening on your street at The Avenues, a Ministry of Information filming permit or Kuwait Municipality permission that needs paying for before a public-location shoot.
If you are weighing a monthly arrangement against project-by-project work, the maths is laid out in our breakdown of a video production retainer in Kuwait versus one-off shoots. And before you set a media number, know what a conversation is worth to you — our figures on cost per lead in Kuwait in KWD are the sanity check that stops a budget being invented backwards from what you wish you could spend.
When to spend it: the Kuwait 2027 calendar
Kuwait does not spend evenly across twelve months, so a budget divided by twelve is already wrong. February 2027 is unusually dense: Ramadan is expected to begin in the second week of February, subject to moon sighting, which means the 25–26 February National Day and Liberation Day holidays and much of the Hala Febrayer retail season fall inside the fasting month. Plan quieter daytime creative, heavier evening media weighting, and do not assume the usual street-level National Day activations.
The rest of the year has its own shape. Eid al-Fitr lands around mid-March — your highest-intent retail and F&B window of the year. From May to September the heat makes outdoor filming unrealistic between about 9am and 5pm, so shoot interiors, studios and malls, or shoot at dawn and pay for it. Many customers travel, so I taper media 20–30% through July and August and rebuild from mid-September into Q4. Remember the Friday–Saturday weekend when you schedule campaigns and read reports: Sunday is a Monday here, and dayparting built on a Western week quietly wastes money.
Roughly, I weight the year 35% to Q1, 20% to Q2, 15% to Q3 and 30% to Q4. If you want that turned into actual shoot dates, we mapped a 2027 video content calendar for Kuwait brands against the same seasons.
Is an in-house team or an agency cheaper in Kuwait?
Below roughly 12 finished assets a month, an agency or studio retainer is cheaper. Above that, in-house wins on cost per asset. A competent in-house content creator in Kuwait costs KWD 450–900 a month plus gear, training and the gaps when they are on leave; a social management retainer runs KWD 450–1,200 a month depending on volume and whether production is included.
The hybrid is what most of my clients land on and it is not a compromise: one in-house person owning daily posting, community replies and lead response, with a studio handling the quarterly production that needs crew, lighting, talent and bilingual editing. Budget for both rather than pretending one person can do a brand film between answering DMs.
Marketing budget questions Kuwait businesses ask
What is the realistic minimum monthly ad spend in Kuwait?
About KWD 250–300 a month in media is the practical floor for a single objective on a single platform. Below that, daily budgets are too thin to exit the learning phase and your data never becomes reliable. If that is all you have, put it behind one offer and one audience rather than splitting it four ways.
Should I budget separately for Arabic content?
Yes. Kuwait searches in both languages — buyers type "marketing budget" and ميزانية التسويق, "video production" and إنتاج الفيديو. Add 15–25% to creative for proper Arabic adaptation: native copy rather than translation, Arabic subtitles or voice-over, and right-to-left layouts. Dubbing an English ad into stiff Arabic reads as foreign and performs like it.
How much of the budget should go to video?
In practice, 50–70% of creative spend. Video is what the feed rewards on Meta, Snapchat and TikTok, and it is the only asset that works equally for ads, your website, sales decks and screens in-store. Stills still earn their place for menus, catalogues and property listings, but they should be the supporting line, not the main one.
When should I lock next year's budget?
By the end of November. Production slots for January and February go first because every brand in Kuwait wants the same pre-Ramadan window, and permits for public locations need lead time. Approving a budget in January means paying rush rates for what you could have booked calmly in October.
Start with one number, not a spreadsheet
Before building a 2027 plan, work out what one new customer is worth to you over a year. That single figure tells you what you can afford to pay for a lead, which tells you your media number, which tells you how much creative that media needs. Everything else — the percentages, the quarterly weighting, the platform split — is arithmetic after that.
A marketing budget is not a wish. It is the price of the outcome you have already decided you want.
